Phill grew up in Burnie, Tasmania, and completed his medical degree at the University of Tasmania in Hobart and the rural clinical school in Burnie. He completed his intern year at Alice Springs Hospital in Central Australia, before moving back to Hobart to complete a residency at the Royal Hobart Hospital (Emergency, ICU, Oncology, General Medicine), and General Practice Training at Bridgewater and Huonville.
Phill has worked as a General Practitioner in Huonville, and in General Practice, and rural, emergency and remote health in Huonville, the Royal Hobart Hospital Emergency Department, Alice Springs Emergency Department and Central Australia, SW WA, Western NSW, remote Tasmania and now Bruny Island. Phill has worked with Ochre on King Island, Flinders Island, Rosebery/Zeehan and Bruny Island.
Phill has an interest and passion for nature conservation, has written the field guide to the Tarkine/takayna Rainforest, is an avid bushwalker and plays football. He has Masters Degrees in Public Policy and Economics. He is married with two school age kids.
