Dr Chandra grew up in Sri Lanka, finished his medical degree at Stavropol Medical University in Russia. He moved to Australia in 2007 where he started working at the Ballarat Health Services. After attaining his fellowship in General Practice, he worked in Ballarat Community Health Smythesdale and began practicing at the Alfredton practice in 2022.
